Nuclear waste: Greens denounce an amendment of the law … – FRANCE 24

An amendment to the law Macron, introduced by Senator Gerard Longuet Moselle (Republicans), do not go at all with environmentalists. It endorses a proposed landfill nuclear waste located in Bure (Meuse), unique in France.

This proposed industrial center geological storage Cigéo baptized and led by the National Agency for the management of nuclear waste (Andra) must accommodate the most radioactive waste 500 meters underground in Bure, and residues of “average long-lived.”

These wastes represent 3% of the volume of waste produced by French reactors, but concentrate 99% of the radioactivity. They must remain confined for 100,000 years before not to be dangerous to humans.

After a hundred years of operation, the tomb will be closed, confining in the rock some 70 000 m3 intermediate level waste (ILW) and 10 000 m3 of vitrified high-level waste (HLW). In 2009, Andra has evaluated the project cost 35.9 billion euros.

“Time Bomb”

When asked by France 24, Jean-Louis Roumégas, deputy of Herault and leader for environmentalists on the review of the law Macron denounces the dangers of this landfill. Very reassembled, the elect believes that “this is a time bomb for future generations, because nobody is able to say today how it will be possible to manage this waste in the future.”

The introduction of the amendment on the sly Gerard Longuet in the Macron law has prevented any discussion in the Assembly. The Macron law has indeed been definitively adopted on Friday via recourse to Article 49-3 of the Constitution, therefore without parliamentary vote on the final text.

This project is found in landfill final drowned among more than 300 articles of text devoted to the economy. It is a “legislative rider”, denounced environmentalists, text inserted in a law when there is no place.

“Passage in force”

“By incorporating this amendment to the law Macron, without discussion, the government swept the ethical problems posed by deep burial of the waste,” says Jean-Louis Roumégas, “shocked by the method face a serious issue, which would have required a debate. “

” This forced passage is in line with the denial of democracy shown by Andra and the authorities for years, “he its estimated nuclear side of Exit Association in a statement. It “unfortunately goes the same for the whole of the nuclear industry: EPR imposed without prior discussion, violated election promise on the closure of Fessenheim, etc.,” adds the NGO

However,. this amendment is not yet a final green light. Andra will file an installation creation authorization in 2017.

The Greens have now battle legally. “We will make an open letter to the Constitutional Council to shine on a number of points that make the adoption of this amendment in the Macron law is not consistent with the Constitution,” said Denis Baupin France 24, Europe Ecology Greens MP the 10th district of Paris and Vice President of the National Assembly.

Meanwhile, the group Republicans will file an appeal against the whole Macron law. The body should decide by August
